🔈Announcement on the Implementation of Online Entry Card Filling for Foreign Nationals

In order to actively promote high-level opening-up and high-quality development, the National Immigration Administration (Exit and Entry Administration of the People’s Republic of China) has decided to implement the following measure:

To further facilitate the entry of foreigners into China, starting from November 20, 2025, foreign nationals will be able, prior to their arrival in China, to fill in their entry information online via 🌐the NIA website and administrative service platform, 📱the mobile application, 📲the WeChat (Alipay) mini-program “China Immigration 12367,” or by scanning 📸the QR code on the entry card with their mobile phone. Foreigners who do not have the necessary conditions to complete the form online may, upon arrival at Chinese border control checkpoints, fill in their entry information online by scanning the QR code with their phone, using the smart equipment available on site, or alternatively complete a paper entry card.

✅The following seven categories of foreigners are exempt from this declaration: 1️⃣ Holders of a foreign permanent resident identity card in the People’s Republic of China. 2️⃣ Holders of a travel permit to mainland China for Hong Kong and Macao residents (non-Chinese nationals). 3️⃣ Holders of group visas or those benefiting from group visa exemptions. 4️⃣ Persons in direct transit of 24 hours without leaving the designated border checkpoint area. 5️⃣ Persons on a cruise ship returning on the same vessel. 6️⃣ Persons passing through via fast track. 7️⃣ Foreign employees on board entry and exit means of transport.
