China’s Premier Calls for Greater Efforts to Boost Development and Improve People’s Well‑Being

Chinese Premier Li Qiang on Monday emphasized the need to promote development, improve people’s well‑being, and strengthen growth momentum in a more solid and effective manner.

Mr. Li, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made these remarks during an inspection tour in Shandong Province, eastern China.

Smart manufacturing is the main driver of technological transformation and industrial modernization, Li stated, stressing that artificial intelligence technologies should be actively leveraged to comprehensively reshape the entire production and manufacturing chain throughout its life cycle.

He called for intensified efforts to accelerate research, development, and application of green and low‑carbon technologies, and to convert residual industrial heat into a stable and clean thermal energy source.

During his visit, Li was briefed on the development of energy and nuclear infrastructure projects in Shandong. He highlighted the importance of coordinating construction and safe operation of clean energy projects, strengthening technological capacity and regulatory oversight, and enhancing support for the development of a modern energy system.

Li also chaired a symposium to solicit opinions and suggestions on the draft government work report and the draft guidelines for the 15th Five‑Year Plan for economic and social development, as well as on government work in general.

Governments at all levels should make full use of their local comparative advantages and actively cultivate new drivers of growth, Li noted.

Alongside the formulation and implementation of the 15th Five‑Year Plan, they should design plans for a series of major initiatives and key projects to achieve greater progress in priority areas, the Premier added.

These areas include developing new quality productive forces adapted to local conditions, improving the national economic cycle, and promoting employment and income growth for residents.
