President Xi Jinping extended his best wishes to President Putin and the Russian people for the Spring Festival, noting: “Today marks the Beginning of Spring, one of the solar terms in the Chinese lunar calendar, symbolizing the return of spring and a new beginning. On this day full of beautiful meaning, I wish to work with you to open new prospects for Sino‑Russian relations.”

President Putin responded: “The Beginning of Spring signifies renewal, and Russia‑China relations are also destined for vigorous development.” He conveyed his wishes of vitality and success to President Xi Jinping and the Chinese people for the Year of the Horse.

President Xi Jinping stated: “Over the past year, we held two meetings and steered Sino‑Russian relations into a new phase of development. Our two countries solemnly celebrated the 80th anniversary of victory in the World Anti‑Fascist War, demonstrating our firm determination to safeguard the achievements of World War II as well as international fairness and justice. Bilateral economic and trade exchanges showed strong momentum. The Sino‑Russian Cultural Years were a complete success, elevating people‑to‑people and cultural cooperation to a new level and bringing our peoples closer. Both countries successfully hosted the SCO Summit in Tianjin and the 24th Meeting of the Council of Heads of Government of Member States in Moscow, strengthening multilateral coordination and continuing to work toward building a fairer and more equitable global governance system.”

President Xi Jinping emphasized: “This year marks the beginning of China’s 15th Five‑Year Plan. China will more actively and on its own initiative expand high‑level opening‑up and share new development opportunities with Russia and other countries. This year also marks the 30th anniversary of the establishment of the Sino‑Russian strategic coordination partnership, the 25th anniversary of the Treaty of Good‑Neighborliness and Friendly Cooperation, and the start of the Sino‑Russian Years of Education. Both sides must seize this historic opportunity to intensify high‑level exchanges and strengthen pragmatic cooperation in various fields, so that Sino‑Russian relations continue to advance steadily on the right path through deeper strategic coordination and a stronger sense of responsibility as major countries.”

President Xi Jinping affirmed: “Since the beginning of the year, the international situation has experienced increasing turbulence. As responsible major countries and permanent members of the UN Security Council, China and Russia have the duty to promote international efforts to firmly safeguard fairness and justice, to resolutely defend the achievements of World War II, to firmly uphold the UN‑centered international system and the fundamental norms of international law, and to jointly safeguard global strategic stability.”
