Chinese Premier Li Qiang chaired a plenary meeting of the State Council on Friday, focusing on the draft government work report and the draft master plan for the 15th Five‑Year Plan for economic and social development.
These two documents will be reviewed at the country’s annual session of the top legislature in March. Li Qiang stressed the need to fully reflect the importance of promoting high‑quality development, to seriously address public concerns, and to further revise the two draft documents.
He emphasized the comprehensive implementation of decisions made at the Central Economic Work Conference, the courage to face difficulties and challenges, and ensuring a good start to the 15th Five‑Year Plan period (2026–2030).
Macro‑economic policies must take effect from the beginning, with budgetary funds allocated as soon as possible, and stronger coordination between fund distribution and project launches to ensure rapid results, the Premier added.
He called for integration between policy support, reform, and innovation to better stimulate market vitality and create new drivers of domestic demand growth. Priority must be given to stabilizing employment, enterprises, markets, and expectations, implementing necessary policies quickly, and ensuring the achievement of this year’s goals and tasks, he said.
Li also highlighted the importance of balancing immediate and long‑term needs to promote high‑quality development in a solid manner. He noted that high‑quality special plans for various sectors should be formulated based on the master plan of the 15th Five‑Year Plan, and a number of major initiatives and projects should be thoroughly planned and implemented.
According to him, greater progress is particularly needed in developing new quality productive forces, strengthening the national economy, and increasing household incomes.
Li further stressed the importance of ensuring workplace safety and transport services during the Spring Festival holiday, resolving wage and payment arrears, and maintaining stable supply and prices so that people can enjoy a safe, happy, and peaceful festival.
